It is a program that semi-randomly draws two sets of dots across the screen.
The title comes from the three thresholds which random values are chosen from.
Each download (except for Android) comes complete with the source code.

Every thirty minutes, the program will restart itself and save a screen shot of the result.
You can restart the program at any time by pressing the Space Bar, which will also save a screen shot.
Pressing "p" will save a screen shot, but the program will continue to run.
